Cinema, as one of the most powerful tools for meaning production in the present age, plays a fundamental role in shaping geographic imagination and representing national identities. This article aims to examine the relationship between the geopolitics of cinema and the empowerment of the soft power of the Islamic Republic of Iran. The main problem is the lack of an integrated strategic model in upstream documents for the dynamic and purposeful use of cinema's potentials to stabilize Iran's hegemonic position in the region and the world. This research uses a descriptive-analytical approach and mixed methodology (documentary and qualitative content analysis) to investigate global experiences and domestic shortcomings. Findings show that despite artistic achievements in international festivals, Iranian cinema has not functioned effectively in public diplomacy and the representation of the "Iran Brand" due to the dominance of a purely moral/internal perspective over a geopolitical/strategic one. The results indicate that transitioning from restrictive policy-making to strategic policy-making requires formulating a "National Cinema Doctrine," reforming the financial and production model towards works with global acceptance, and penetrating regional geo-cultural layers. Ultimately, this article presents strategies at three levels: production, distribution, and discourse, to elevate the position of Iranian cinema in soft power equations.
