Research on art policy in cultural and artistic organizations has largely focused on formal policy documents, institutional structures, and decision-making processes, while paying comparatively limited attention to the role of narratives in the formation, continuity, and reinterpretation of policy. This study develops an interpretive model for analyzing art policy in cultural organizations by integrating the Narrative Policy Framework with Storytelling Organization Theory and examines its applicability through a four-decade case study of art policymaking in the Art Bureau of the Islamic Revolution. Adopting a fundamental research orientation, the study employs a qualitative, interpretive approach and an explanatory case study strategy grounded in organizational autoethnography. Data were collected through documentary analysis of policy texts, reconstructed using the Narrative Policy Framework, and subsequently interpreted through the lens of Storytelling Organization Theory. The findings reveal that art policy within the organization has been structured around four major policy narratives: artistic production, artist education and development, research, and decentralization. Although policy themes, instruments, and implementation strategies have evolved over time, a relatively stable policy core centered on the concept of committed art has persisted, while successive policy narratives have reinterpreted this core in response to changing historical contexts and emerging policy challenges. The analysis further identifies three successive interpretive horizons in the evolution of these narratives: organizational identity formation, organizational capacity development, and cultural governance. The principal theoretical contribution of the study is an interpretive model that distinguishes between the policy core, policy narratives, and implementation policies, thereby providing a conceptual framework for explaining the relationship between policy continuity and policy change in cultural organizations. The proposed model offers a transferable analytical framework for interpreting policymaking experiences and identifying enduring policy cores across cultural and artistic organizations.
