The policy problem of this paper is the gap between the country's cultural decision-making and policymaking system and the social capital capacity latent in the tradition of Islamic mysticism, as an indigenous resource for strengthening national and social cohesion. The discourse of Islamic mysticism, relying on teachings such as the unity of existence, spiritual brotherhood, religious tolerance, and the ethics of love, provides a potential capacity for generating inclusive trust and social solidarity; however, this capacity has not yet found an institutional and strategic place in the upstream documents and executive programs of the country's cultural policymaking. The aim of this research is to explain the components of socio-cultural capital latent in Islamic mysticism and to offer operational strategies for its policy utilization in order to strengthen national and social cohesion. The research method is documentary-analytical, based on a qualitative mixed approach, carried out through thematic analysis of classical mystical texts, upstream cultural documents, and the theoretical literature on social capital. The findings indicate that three central components — "inclusive vertical-horizontal trust," "the norm of brotherhood and tolerance," and "Sufi-devotional networks" — can be used as an informal cohesion-building infrastructure in cultural policymaking. In conclusion, a four-dimensional model including institutional-governance, educational-research, media-propagational, and cultural diplomacy strategies is proposed for converting this symbolic capital into operational policy.
