Iran’s cultural markets, including publishing, cinema, home video, music, digital games, advertising, and content platforms, are shaped by both economic dynamics and cultural sensitivities. Effective regulation of these markets requires regulators who understand not only administrative and content-related rules, but also regulatory economics, competition, market power, public support mechanisms, intellectual property, data governance, platforms, access justice, and cultural diversity. However, the training of sectoral regulators in Iran’s cultural markets has not yet been designed in an institutionalized, continuous, and specialized manner. This article aims to develop a training model for sectoral regulators in Iran’s cultural markets based on regulatory economics and cultural governance. The study is applied-developmental in purpose and qualitative in method, relying on documentary analysis, comparative review of international regulatory training experiences, and institutional model-building. The findings indicate that the proposed model should be built on two contextual components—redefining sectoral regulators and assessing the institutional status of regulatory training—and six operational components: training methods, training responsibility, training calendar, training needs assessment, target groups, and training resources. The study concludes that, in the current phase, a low-cost and limited model focused on middle managers, case-based learning, peer-to-peer discussion, and domestic resources is more appropriate. In the transition phase, however, the model should move toward establishing a cultural regulatory training center, specialized training groups within sectoral regulators, multi-level training, a regulatory case database, and the localized use of international resources.
