Manuscript Submission Guidelines

Please pay close attention to the following guidelines before submitting your manuscript.

ORCID ID Requirement

All authors are required to obtain an ORCID iD (Open Researcher and Contributor ID) prior to submitting their manuscript. Please ensure that your ORCID iD is included in the submission form. Guide to System Login and Manuscript Submission

Registration:

• Click on the journal link.
• Click on the "Register" button and carefully complete the registration form.
• Fields marked with an asterisk (*) are mandatory.
• Please enter your complete information in both Farsi and English, except for your username and password.
• Please enter your email address accurately. All future correspondence will be sent to this email address.
• Upon successful registration, your username and password will be sent to your email address.
• To continue, log in using your username and password, then change your password.
• If you forget your password, please enter your email address in the designated section, and a new password will be sent to your email address.
• Please change your password after logging in.

 

Author's Dedicated Page

• All correspondence should be directed to the corresponding author (the person who submitted the article).
• Monitoring all matters related to the review process, revisions, acceptance, and publication of the article is solely the responsibility of the corresponding author.
• The journal office cannot provide responses to co-authors.
• Complete and accurate details of all authors (corresponding author and all co-authors) must be separately recorded on the dedicated authors' page.
• The names of the authors will be printed and published in the order specified in the submitted commitment form and cannot be changed under any circumstances.
• Please note that the order of authors' names and the corresponding author must be consistent in the commitment letter, author details file, and any other requested forms.
• It is essential to include acknowledgments of any research sponsors or funding providers (if applicable) within the article. For example: "This research was supported by the Research Council of Iran under grant number ............ in ........."

Article Submission Guidelines

1. Article Type Selection: Please select the appropriate article type (research article, review, short communication, case study, methodology, applied, viewpoint, technical, or extension).
2. Title Entry: Enter the article title; a shortened title should also be provided in the designated field.
3. Author Information: Please provide the full name(s) of all authors.
4. Abstract: The abstract should be between 150 and 250 words.
5. Keywords: Please provide 4 to 7 keywords, separated by semicolons (;).
6. File Uploads: All mandatory files, as indicated by asterisks or in these guidelines, must be uploaded.
7. Submission Completion: Once all information is complete and files have been uploaded, click the "Complete Submission" link to proceed. Please note that you can edit the information until the submission is finalized.
8. Tracking Submission Status: To view the status of your submission, please log in to your author account. If your article has been submitted successfully, it will appear in the "Submitted/Final Articles" section. Articles requiring revisions will be listed under "Pending Revisions," and articles currently under review can also be tracked in this section.

Author Information File

• This file should include the article title, and the full names of the authors in order of contribution.
• The order of authors is determined by their contribution to the research and is a matter of agreement among the authors. If all authors have contributed equally, their names can be listed alphabetically.
• Please avoid using titles such as Dr., Professor, Engineer, etc.
• Author affiliations, positions, and email addresses should be included in a footnote.
• The phrase "Corresponding Author" should be added after the name of the corresponding author and before their email address in the footnote.
• The same information should be repeated in English on the following page (article title, authors' full names in order of contribution, affiliations, academic ranks, corresponding author designation, and email addresses in a footnote)."

Author Commitment Form:

• Author Commitment Form: This form is specifically designed for this journal and the order of authors, as well as the corresponding author, must match the information provided in other sections.
• All authors must sign this commitment form.

 

Conflict of Interest Form

• The corresponding author must complete and sign the Conflict of Interest form.
• Uploading this form is mandatory at the time of article submission.

Original Article File

• The original article file, which is uploaded as a Word document labeled "Original Article".
• The original article file must not contain any name or address of the author(s).
• The article must not be a translation.
• The original article file must be prepared and formatted according to the article preparation guidelines and journal format.
• The article must be structured as follows: article title, Persian abstract, keywords, introduction, literature review, theoretical framework, research methodology, research findings, discussion and conclusion, suggestions, references, English abstract. Further explanations about each of these sections will be provided in the next section.

Guide to Structuring Research Papers (Paper Structure)

Text Structure

• The first page of each paper should include the title, abstract, and keywords.

Framework for Structuring Policy Research Papers Due to the nature and policy focus of this journal, the structure, development, and categorization of articles in this journal differ from other journals. Given the diversity of policy issues and topics, the following proposed framework can primarily be used for articles that aim to present new policy ideas to solve a specific problem. Therefore, it may be less applicable to other topics where authors address issues such as forecasting, policymaking or decision-making processes, presenting new and creative ideas, analyzing the content of high-level documents, and the like. The framework for such articles may be closer to the common frameworks of applied research papers, but it is still expected that such analyses will be aimed at providing practical and operational strategies to the executive branch and cultural institutions of the country. It is expected that the format or framework for presenting articles will be as follows:

• Title, Abstract, and Keywords: The abstract must clearly state the problem (policy issue), how solutions were arrived at, and especially the solutions.
• Problem Statement: Since policy studies are conducted with a problem-solving (problem-centered) approach, when stating the problem, authors should provide evidence of the problem, evidence of the existence of the problem, its history, and its harmful consequences for the country's cultural system. Here, readers should be familiar with the dimensions and levels of the specific cultural problem, issue, crisis, or challenge.
• Literature Review: A critical evaluation of previous research that has analyzed the problem and offered strategies from a policy perspective.
• Policy Review: Introduction and critical analysis of a set of measures, policies, strategies, and programs implemented or being implemented to solve or manage the problem over the past few decades in Iran or other countries, and generally in different units of analysis (organizations, firms, governments, different time periods, etc.) with a comparative approach and with the aim of using the experiences gained from policy, failures, successes, and policy learning.
• Methodology: A clear statement of the method of producing evidence and data. It should be emphasized here that the methodology of policy papers should be data-driven (evidence-based) and based on tangible and empirical information and experiences. These methods should be rooted in the literature on strategic studies, policy research, and strategic planning, and the paper should, as a rule, use mixed data and a mixed methodology. Mentioning the validity and reliability of the findings is also important.
• Presentation of Strategies: It is expected that authors will present their findings in this section within the framework of the mixed methodology (especially by criticizing and evaluating global and Iranian experiences in solving the problem, as well as explaining the input values), and in proportion to their specialized field, will present their proposed goals, strategies, policies, and programs in a justified, categorized, and detailed manner.
• Given the nature of policy research papers, it is suggested that esteemed authors pay attention to supplementary issues such as how to evaluate the proposed policies and measures, institutional mapping and national and inter-sectoral division of labor (for implementing policies), the requirements and obstacles to implementation and execution, and how to allocate and provide resources.
