Abstract
West Asia has always been one of the strategic points of the world throughout history. Due to its cultural history throughout history, the Islamic Republic of Iran has been able to interact and cooperate with countries using cultural diplomacy. Cultural diplomacy is one of the areas of diplomacy that establishes, develops, and pursues relations with foreign countries through culture, art, and education. This type of diplomacy, using cultural elements, influences the public opinion of other countries and helps strengthen mutual understanding. The cultural diplomacy of the Islamic Republic of Iran in the Persian Gulf region, especially with Kuwait, is based on historical, geographical, and cultural commonalities. Cultural diplomacy attempts to use common capacities to strengthen cooperation. The present research was formed around the question of how the components of cultural diplomacy between Iran and Kuwait help to strengthen relations between these two countries? Therefore, using the theoretical framework of functionalism and a descriptive-analytical method, it examines the challenges and opportunities of cultural diplomacy between these two countries, which indicates the existence of active and expanding cultural diplomacy between Iran and Kuwait with the development of cultural indicators that can create a new path to promote interaction between the government and people of Iran and Kuwait.
