Media, Culturalization and Fertility: Identifying and Ranking Factors Affecting Fertility Using Analytical Hierarchy Process Approach

Iran has been known as one of the countries with below-replacement fertility since the 2000s. Accordingly, planners and policy makers seek to provide appropriate and efficient solutions aiming to increase fertility. Using the analytic hierarchy process, this study aims to identify and prioritize indicators affecting fertility in Iran. In order to achieve the objectives of the study, an expert questionnaire was designed and completed by scientific experts. The results extracted from the questionnaires were analyzed using Expert Choice software. Analysis of the results shows that according to experts, the mass media index has the greatest impact, while the household economic status index has the least impact on women's fertility. Among the indicators of media, television and the internet and cyberspace have a significant impact on fertility. From the perspective of scientific experts, among the sub-indicators affecting fertility, the equal division of labor between men and women in the family is the first among the indicators affecting fertility. The experience of countries with low fertility shows the positive impact of gender equity on the attitude and behavior of fertility in the family, and therefore, the emphasis on this important content in media programs can indirectly affect the attitude and behavior of couples about childbearing. According to the experts in this study, targeted culture-building about childbearing by using scientific evidence and providing persuasive content to informed and educated audiences has an effective role in changing the idea and behavior of couples towards fertility. Obviously, creating the necessary conditions for the realization of the ideas of young people and couples about marriage and childbearing plays an important role.

The culture of organization is a system of common means and concepts that differentiate one organization from the other organizations. The role of human capital is a great importance in creating and developing organizational culture. The aim of current study is to identify strategies of the change of organizational culture with emphasis on human capital in cultural organizations. The researcher considers strategies of human capital that change organizational culture in cultural institutions particularly Ministry of Culture and Islamic Guidance. The Methodology of the research is descriptive-analytical and data collection tool is Likert scale questionnaire comprising 4 factors and 24 items .The research statistical population concludes 4000 employees that out of them a sample of 384 was randomly selected, based on Morgan Table. the results of the research indicated that outstanding performance management strategies, talent management, organizational training and learning, and payment and benefits have a positive impact on changing organizational culture of the Ministry of Culture and Islamic Guidance and can be effective in changing the current situation to the desired state of organizational culture.

The new conditions of the international system have contributed to the emergence of new components in the formal international structure. The emergence of new actors and the importance of finding people and NGOs in the world has led countries to use their tools and new ways to deliver their benefits, in addition to past practices; one of the most important of which is use of public diplomacy. The United States is one of the countries that benefiting from public diplomacy. Considering the ups and downs of the relations between Iran and the United States in different periods of time, and given the discursive rotation in Iran's foreign policy of deconstruction and confidence building with the outside world, during the government reform, views on Iran were changed and America tried to realize his goals and interests through the use of public diplomacy in Iran. Outstanding examples of diplomacy during this period include sending sports teams, issuing visas and facilitating student exchanges, and other scientific and cultural programs. Therefore, the main question of this study is that what are the advantages of the American public diplomacy approach in Iran during the reform period? The first idea is that Americans have shown a positive representation of their actions and the transformation of public culture in Iran during this period of liberal democracy and compared to previous periods, American diplomacy has become more unofficial, with the participation of non-state actors. Research method of this study is descriptive method using library resources.

The aim of this study was to investigate the relationship between the use of Telegram social network and the generation gap between parents and youth between 28 and 32 years old in Tehran and also provide strategies in the field of cultural policy. The research is of practical type and the method is descriptive. The target statistical group includes young people aged between 28 to 32 who reside in Tehran and use Telegram. The statistical group also includes the parents. Using the sufficiency of the samples method, the quantity of the samples is considered 556. Questionnaire is the measuring tool of present research whose internal consistency based upon Cronbach’s alpha is calculated between 0.79 to 0.94 for all variables. The results obtained from hypotheses test display that there is a relation between using Telegram and significance of religion, harmonizing with masculinist values, acceptance of religious groups, change of moral judgement lucrativeness, considering oneself a world citizen. The strongest relation of using Telegram is with harmonizing with masculinist values (r = 0.24) followed by significance of religion (r = 0.20). Use of Telegram does not have any relation with significance of families, tendency towards mundane/ divine values, secularization of institutional and metamaterial values, partaking in social activities and considering oneself a local citizen (p>0.05). Moreover, the findings demonstrate that 5 prediction variables which have meaningful impact on use of Telegram include: harmonizing with masculinist values, considering oneself a world citizen, significance of religion, considering oneself a local citizen and secularization of institutional and metamaterial values (p<0.05).Comparing the regression standardized ratios show that the strongest predictor of use of Telegram is considering oneself a world citizen followed by significance of religion with the ratios of the mentioned predictor variables being respectively 0.252 and 0.192.
